Publication of the new Construction Products Regulation (CPR)

After years of work on this new piece of legislation, in which ARGE has strived to represent the interests of our industry to the European Commission and the European Parliament whenever it seemed relevant, the new CPR will come into force on 7th January 2025. In general, it can be said that for manufacturers of construction products, such as building hardware, the most significant additional requirements of the new CPR will only concern CE-marked products. For other products, the differences will be minor.
In this context, it is important to note that for products that are CE marked under the current CPR, the new CPR will not be applicable until a new (revised) harmonised standard is published in the Official Journal of the European Union.
With regard to building hardware, the estimated timetable for the implementation of the new CPR is as follows:
Q2/2025: The European Commission will publish the Standardisation Request addressed to CEN for creating harmonised standards (CE marking) for doors, windows, shutters, and building hardware. In respect of building hardware, ARGE’s experts have been contributing to drafting this Standardisation Request, in their role as representatives of the respective EU member state.
Q3/2025: CEN will start the revision of the current harmonised standards; ARGE’s experts in their role as delegates of the respective National Standardisation Body will lead and contribute to the creation of harmonised standards for building hardware (as done in the past).
Q4/2026: First revised harmonised standards will be published.
Q4/2027 and thereafter (12 months after the publication of a harmonised standard in the Official Journal of the European Union): CE marked products being brought to market must comply with the revised harmonised standard.
In spring 2025, ARGE will make a guide to the new CPR available. This document will consist of a general guidance which will be prepared by Construction Products Europe, in which ARGE is a member, and a building hardware-specific part authored by ARGE
